An appropriation act becomes law for needed weapons systems that are authorized for United States production / manufacturing. The contract is negotiated and finally signed by the parties. The resulting contract between the United States and the contractor is then automatically transferred to the contract administration office at the location for the production / manufacturing. These contracts are to be administered according to the laws and federal regulations and may include the functions of quality assurance, design engineering, industrial property, contracts and subcontracts for example in support of the actual production / manufacturing. The sovereign United States is the manufacturer of these needed items and can be termed a Manufacturing Engineer or a Production Engineer depending on the environment. There is only one United States Liberty for each territory where the work is performed. The contract is performed by the parties and the treasury funds of the United States are transformed into the weapons properties of the United States in the process. The final result can be put into storage or into action as needed. |
